Congress “used broad words like ‘fraud’” because it was trying “to be comprehensive in preventing dishonest debtors from discharging their debts in bankruptcy.”  “That’s going to create overlap,” she acknowledged.  “But that’s a feature of the system, and not a flaw in the system.”
